Council's Inclusion Committee
completes work on SB1703 Report and Implementation Plan
- 2005
The Inclusion Committee was convened for planning and
evaluating the one-time project funded by the Child
Development Division, California Department of Education,
under SB1703 to increase the capacity of nonstate-subsidized
child care providers to serve children with disabilities
in child care settings that meet their developmental
needs. Funding for this project ended June 30, 2005.
Senate Bill 640, introduced by Senator Martha Escutia
was signed by Governor Schwarzeneger in October 2005.
This legislation provides additional one-time funding
to Resource & Referral networks to continue programs
begun under the initial SB1703 funding. For more information

The Inclusion Committee hosted three community forums
in June 2004 to discuss its report "The Capacity
of Early Care and Education Programs to Service Children
with Special Needs: A Status Report for Sacramento County."

With input from the forums and the community, the Committee
developed an Implementation Plan. With the assistance
of Child Action, Inc. and the Quality Child Care Collaborative,
a significant portion of the plan was completed by the
end of the project. To

The Inclusion Committee also attended the WestEd Center
for Prevention and Early Intervention Institute "All
of Us Together, Moving to Inclusion." As part of
the Implemenation Plan, and a working project for the
Institute, the committee developed a brochure for parents
and child care providers introducing the concept of
inclusion in quality child care. To
