Education Code 8499.3-.7 mandates the Council conduct
a needs assessment and identify existing gaps in services
for children ages birth to thirteen within the county. Capacity,
population, education level and household income are some
of the criteria used to rank zip codes and identify funding
priorities for state funded child care and preschool programs.
