Business & PR Committee

The Business & Public Relations committee is charged with ensuring that child care consumers are knowledgeable about child care issues and services in Sacramento County, and that consumers and community members are involved in the planning, development and funding of those services. The committee is also responsible for the development of educational and outreach materials and providing technical assistance to the business community in the development of employer-supported child care.

Chair: Linnea Hathaway

Policy Committee

The Policy Committee’s role is to propose and advocate for child care policies that will benefit children and families in Sacramento County. Currently, some of the issues the Policy Committee is working on include: ensuring that child care issues are integrated into local development and transportation plans; advocating for the expansion of quality child care services to meet the unique needs of families; and advocating for the maintenance and expansion of federal and state funding for child care and development programs.

Chair: Marta Suaerz

Quality/CARES Committee

The Quality/CARES Committee was established to improve the quality of child care services through the creation of professional development opportunities for child care providers in Sacramento County. The Committee also sets policy for the CARES stipend program and reviews all appeals.

Chair: Betsy Uda

Executive Committee

The Executive Committee is comprised of the Council Chair, Vice-Chair, and the chairs of each of the Council’s committees. The committee is responsible for oversight of membership terms, Council by-laws, correspondence with the Sacramento County Board of Education and the Sacramento County Board of Supervisors, and developing the meeting agendas and materials.

Chair: Tracy Tomasky
Vice-Chair: Alix Hall

Centralized Eligibility List (CEL) Committee

The Centralized Eligibility List (CEL) Committee was convened to explore the feasibility of designing a system to consolidate local child care waiting lists, as mandated by state legislation. They succeeded in building a framework for a CEL and working with Child Action, Inc. in sharing ideas for the development of the CEL project. With the establishment of a CEL at Child Action, Inc., and funding now being provided through the state budget, the committee feels its work is done and elected to disband effective 08/2005.

Inclusion Committee

The Inclusion Committee was convened for planning and evaluating the one-time project funded by the Child Development Division, California Department of Education, under SB1703 to increase the capacity of nonstate-subsidized child care providers to serve children with disabilities in child care settings that meet their developmental needs. Committee members represented a broad spectrum from the community, including representatives from Warmline, Early Start, Head Start, SCOE, Child Action and parents. The Committee completed the report and subsequent Implementation Plan, which served as a stepping off point for the Quality Child Care Collaborative. Committee members attended the WestEd Center for Prevention and Early Intervention Institute, moved for an Inclusive Care award for the Child Care Coalition Dinner and designed a brochure addressing Inclusion in Quality Child Care. Funding for this project ended June 30, 2005 and the committee has been retired effective 08/2005.

SB640 continued funding to support training and technical support through the county resource and referral agency, which is Child Action, Inc. in Sacramento County. For more information on this bill, please visit the Legislative Information Site.
